What is neutral buoyancy?

Neutral buoyancy is the state where the buoyant forces pushing the boat up equals the forces of gravity pulling it down. In this condition, the boat hovered at the current depth, neither rising nor settling in the water. This was the preferred state when submerged since it was easier to reach and maintain the desired depth safely.
